UK and France Will Dispatch Troops to the Country in the event that a Peace Agreement is Agreed

Placeholder Diplomatic Meeting

The British and French governments have formalized a memorandum of understanding concerning the deployment of armed personnel in the nation in the event a ceasefire be concluded with Russia, the UK Prime Minister, Sir Keir Starmer, has announced.

Following talks with Ukraine's allies in the French capital, he said that the allies would "create military hubs throughout Ukraine and construct protected facilities for weapons and equipment" to prevent any future attack.

The allied nations also put forward that the US would play the primary role in verifying a truce.

Russia has repeatedly stated that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has not yet issued a statement on this latest declaration.

The Situation and Continuing Hostilities

The Kremlin's head Vladimir Putin launched a comprehensive attack of Ukraine in the start of last year, and Russian forces at this time holds roughly 20% of Ukraine's sovereign soil.

"This is a vital part of our pledge to support Ukraine for the foreseeable future," commented the British leader.

Heads of state and senior officials from the "Partner Group" were involved in Tuesday's talks.

Addressing reporters at a shared media briefing, Starmer added: "It creates the pathway for the juridical structure under which British, French, and partner forces could operate on Ukrainian soil, securing Ukraine's air and maritime domains, and rebuilding Ukraine's defense capabilities for the future."

The UK prime minister went on to say that London would participate in any US-led verification of a potential truce.

Protection Pledges and Negotiation Stances

Senior Washington representative Steve Witkoff remarked that "long-term defense assurances and robust prosperity commitments are vital to a permanent resolution" in Ukraine – mentioning a major requirement made by Ukraine.

Witkoff noted the coalition had "substantially agreed on" their work on finalizing such pledges "to ensure the people of Ukraine know that when this hostilities ends, it ends for good."

Jared Kushner, US President Donald Trump's representative, also was involved in the negotiations.

Meanwhile, President Macron Emmanuel Macron declared that Ukraine's allies had made "significant advances" at the talks.

He noted that "comprehensive" safety pledges for the Ukrainian government had been reached in the instance of a possible truce.

Ukrainian President Volodymyr Zelensky stated that a "significant advance" had been made in Paris, but qualified that he would only view efforts to be "adequate" if they culminated in the cessation of the conflict.

Recently, he said a peace deal was "largely prepared". Settling the remaining 10% would "shape the outcome of peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Land and security guarantees have been at the heart of key disagreements for negotiators.
  • Moscow has often said that Ukrainian troops must retreat from the entirety of Ukraine's eastern Donbas region or Russia will seize it, refusing any compromise over how to finish the war.
  • Kyiv has so far rejected surrendering any territory, but has floated the idea that Ukraine could withdraw its forces to an mutually accepted point – but only if Russia follows suit.

Moscow presently occupies approximately 75% of the Donetsk region and around 99% of the adjacent Luhansk. The areas form the industrial region of the Donbas.

The original US-led multi-point peace plan that was circulated to the media last year was viewed by Ukraine and its EU supporters as being strongly biased in Russia's favor.

This led to weeks of intensive discussions – with all sides trying to adjust the document.

Last month, Kyiv presented the US an new framework – as well as distinct documents detailing possible security guarantees and provisions for Ukraine's recovery, the President added.
